<br />Ms. Brenner initiated discussion on Goetz Landscaping and Irrigation's request for a SUP. The <br />Council discussed questions regarding the Planning and Zoning Commission's intent to make <br />recommendation to the Council. Mr. March stated that Ms. Linda Broussard-Vickers removed <br />herself from the Planning Commission discussion due to a conflict of interest. Moreover, during <br />phone conversation with Linda Broussard-Vickers she stated that the Planning Commission's <br />intention was to make recommendation to the Council for the Goetz Landscaping SUP approval. <br /> <br />Ms. Brenner referred to the zoning ordinance and the proposed business in the Industrial District. <br />Specifically, greenhouses and nurseries are permitted in the R1 (Rural Residential) District, not <br />Industrial. Mr. March explained that the Planning Commission allowed the landscape business to <br />be considered as a "Use Permitted on Special Use Permit" under supply yards. Supply yards are <br />identified as a similar use under the Industrial District. Historically, commercial districts abut <br />residential properties and the storage of a bobcat and piles of rocks may not be aesthetically <br />pleasing to adjacent residential property. Mr. Hoefbnterjected that the PlanningCommissiun.can <br />recommend approval, denial, or offer no comment to the Council. The Council should determine <br />the principal use and the principal structure use for a property, then they should determine if the <br />use is permitted or a principal use. Another district's regulation has no barring on how the City <br />authorizes a district use. Mayor Wilharber noted the primary building will be an office which is <br />permissible under the Industrial District. <br /> <br />Ms. Brenner requested clarification of Ordinance 44A (Building Design) and the building <br />materials permissible for industrial structures. Mr. Palzer replied that the primary building is to be <br />constructed within Ordinance 44A guidelines. <br /> <br />Motion by Mr. Sweeney and seconded by Mayor Wilharber to approve the Goetz <br />Landscape and Irrigation SUP. <br /> <br />Mr. Palzer stated the Ordinance allows accessory buildings to be constructed of the same like <br />material of the primary structure. The greenhouse proposed will not pass the building code. Mr. <br />Hoeft stated granting the SUP only applies to the concept approval, not the building design. The <br />site and building plan will need Council approval. <br /> <br />Sweeney, Wilharber, Travis and Nelson - aye. Brenner abstained. Motion carried. <br /> <br />1999 Goals and Objective <br />Mr. March presented a list of goals to the Council. Ms. Gaustad confirmed Ms. Nelson's <br />suggestion that the City Attorney had received a copy of the proposed City Code for his review <br />and reply. <br /> <br />Ms. Nelson suggested the Council review goals prior to the adoption of the budget.
