Mr. Sweeney mentioned it would be worth paying the back taxes of$15,000.00 to obtain
the land, which is worth around $100,000.00.

Jim March noted the past council didn't want to use the land as a park because it is 3-4
miles away, and nobody would use it. Jim stated he will try to get something in writing
from the County regarding changing the restricted deed to an unrestricted deed.

Motion by Council Member Sweeney to find out the cost and information needed to
change the deed to unrestricted. Seconded by Dick Travis. All in favor~ Motion
carried.

GOALS AND OBJECTIVES

)
)

Jim March started the general discussion with examples of previous years goals and
objectives. He mentioned last year we tried to separate the goals from the objectives.
Lino Lakes wanted the City to sign a Joint Powers Agreement on 21st Avenue which
consisted of street cleaning / maintenance. Centerville chose not to sign at that time.
Gerald Rehbein paid for the 200 ft. of blacktop. for access to the business. He felt it would
be helpful to have the new council review that agreement. Jim stressed it would be very
important to consider the garbage contract, the police contract, a new public works
facility, and water interconnection.

Council Member Sweeney questioned if there will be enough water for fires and water
sprinklers.

Paul Palzer stated we are currently at 141,000 gallons per day (gpd) compared to
88,000 gpd in the past. We are already using substantially more this year. The
141,000 gpd is comparative to what we normally use during peak season in the summer.
The highest peak last year was 408,000 gpd. He mentioned the Well Head Protection
Plan will require us to take action. Paul felt. it would be a good idea in the future to have
two (2) towers - one for use when cleaning. He would like to see the City move ahead
this spring. Ifwe had a big storm go through, we would be dry, and it takes 1 1/2 hours
to refill the tower.

The Council came up with the following list of goals for 1999:
Police Contract
Garbage Contract
Public Works Facility
Water Tower
Commercial District
Industrial District
21st Avenue

)
)

Council Member Sweeney questioned the youth center on Council Member Brenner's list
of goals.

4
