CALL TO ORDER

Mayor Wilharber called the December 8, 1999 City Council meeting to order at 6:00 p.m.

11. PUBLIC HEARING (S)

Truth in Taxation Hearing - 6:00 p.m. or shortly thereafter

Mr. March reviewed budget and tax information with Council and informed Council that he received
three calls regarding taxes. He also stated that the budget would not be approved until the December 20,
1999 meeting. Additional comments from the public will be taken at the meeting on December 20, 1999.

Mayor Wilharber opened the public hearing.

Mayor Wilharber requested that Mr. March check to see what percentage of the tax base is commercial
and residential and provide that information at the December 2& meeting.

Ms. Teresa Brenner and Mr. Wayne LeBlanc requested that Council consider forming a Long Term
Planning Committee to assist the current committees in long term planning. She also stated that the
Comprehensive Plan and the Design Team's recommendations would guide this committee. They would
be able to work on grants for various projects because the City and its committees are busy with current
work. They requested a budget
of$25,000.

Mayor Wilharber and Council member Travis had some concern that the forming of this committee would
overlap with the mission of other committees.

Councilmember Broussard Vickers thought the concept was a good idea.
