<br />City Council Meeting December 11, 1996 <br /> <br />programs. March spoke with Lino Lakes and Circle Pine Administrators and both are <br />pushing for the agreement. <br /> <br />Navin mentioned a flyer explaining the change was being sent to the surrounding <br />communities indicating the change and suggested Centerville be included. Brenner would <br />like to move forward with this, but would like to see more participation from the City. <br />Navin explained, Lino Lakes has some good programs such as, flag football and adult <br />programs. <br /> <br />Wilharber suggested not paying for both North Metro and the Communities program. <br />Brenner asked ifthe council could see the financial on North Metro. <br /> <br />MOTION by Buckbee, seconded by Brenner to direct city staff to contact Lino Lakes and <br />approve the Parks and Recreation committee to actively participate in the joint powers <br />agreement. Brenner added, and request the financials on North Metro. Motion carried <br />unanimously. <br /> <br />OLD BUSINESS: <br /> <br />Results of Senior Housing public meeting - Brenner reported, they met on December 5, <br />and had a nice turn out of about 25 people. An architect was present and explained <br />different housing designs. A management company who works through Anoka County <br />HRA was present to discuss management services for the housing. Brenner mentioned, <br />several people were interested in senior housing. Brenner suggested, setting up a meeting <br />with Anoka County HRA, the Fire Chief, and the City Engineer to further discuss senior <br />housing to see if this is something the City wants to do. <br /> <br />March spoke to Kate Drewry from Rice Creek Watershed District, she said the city would <br />have to be 100 feet from Clearwater Creek, but they could try to work on the City Hall <br />location. Wilharber was in favor of discussing senior housing, but doesn't care for sharing <br />the Fire Department and City Hall parking lot. <br /> <br />Buckbee was in favor of senior housing, but was not in favor of the location behind City <br />Hall. Powers-Rasmussen asked if St. Genevieve responded to the city's interest in their <br />property. Brenner said St. Genevieve was not interested in selling or donating their land. <br />Powers-Rasmussen thanked Brenner for her time and hard work. <br /> <br />Final plat approval for Willow Glen - Nyberg suggested approving the final plat <br />contingent upon Rice Creek Watershed District and the Engineers okay, allowing MSA to <br />review all issues. Nyberg said, Gerald Rehbein requested half of the park dedication <br />monies be paid now and remaining monies be paid after the next phase is platted. <br />Buckbee asked if there will be any assessments on the property. March said no. Buckbee <br />was not in favor of the fifty-fifty payment. Powers-Rasmussen agreed. C.R. Hackworthy <br />of Bright Key Development said, if the townhomes were not completed, the city would <br />have to return the park dedication money. <br /> <br />3 <br />
