.

3

3) The sewage problem was taken care of immediately.

4) The large cement holding tank on the second floor was totally removed by air chisel. Remov-
ing this eliminated the danger that firemen could have faced if a fire occurred.

5) With the school being in such close proximity to the building, drugs in the building would be
an even greater concern. The marijuana plants and drug problem have long since been eliminated.
I personally have never used illegal drugs and do not tolerate them in my building.

In looking back on this whole investment from a financial stand point, I question whether I will
live long enough to break even. I have taken out numerous loans and I, as well as my whole
family, have spent numerous hours working on the whole project.

Now I am being treated like a criminal for making a statement which was never a threat or meant
to be a threat. I am presently being charged with disorderly conduct. Is it not very unfair and
unnecessary for the city attorney to pursue this charge? The judge would have dismissed the
charge if the city attorney had agreed to drop it. I am surprised that some people working with
the city don't know me or at least know of my reputation since I have owned and worked on the
building for sixteen years.

l

In the past I have worked with Danny Tourville, Gunnar Pederson, and the city council and staff
My desire is to continue to have a good working relationship with the council and staff I have
already learned to appreciate Jim March, the new city administrator.

This building could have been brought up to "code" but still have presented numerous problems
for both the city and the school if I hadn't addressed all the social and criminal problems involved.
I have been a landlord for over 30 years. One thing I have learned is it takes a long time to
upgrade and keep a high standard of good quality tenants, but it only takes a short time for the
building to go to "pot".

Thank you for taking the time to hear my complaint and my comments. I think Centerville is a
good place to live. Three of our children live here. I still personally believe Centerville is a better
place because I was and am a part of it.

Sincerely,

~~~
Donald Opp
P.S. In the past two years the pigeons have even left. .
~
