A letter from Dean Johnson - Mr. March briefed the council on the letter from Dean Johnson. Mr. March gathered Dean would be happy with the $2800 figure. Mayor Wilharber asked if there would be any problems with the $2800 amount, taking into consideration the additional meetings he attended. Mr. March replied he did not foresee a problem. Councilmember Buckbee suggested looking to Resource Strategies for the City's Zoning update requirements. MOTION by Councilmember Brenner, seconded by Councilmember Helmbrecht to approve the $2800 amount. Motion carried. ~ Rice Creek Trail Association (RCT A) - Mr. Doug Koppy, 6689 East Shadow Drive, Lino Lakes, Representative of the RCTA was present to request city approval to conduct meat raflles at Kelly's Korner Bar. Mr. Koppy explained the state is requiring city approval prior to RC Trail Association receiving state approval. Currently they are training a gambling manager and will be bonded and insured. Councilmember Buckbee understood a resolution will need to be issued to the state stating the city accepting the gambling request. Mr. March briefed the Council on ordinance #51 - Gambling Ordinance. Rocky Larson, RCT A Trail Manager explained the trails need to be groomed and trimmed. The Trail Association needs to purchase a trail groomer which is very expensive to buy and maintain the equipment. Councilmember Helmbrecht explained the Trail Association has put up signs and fences where there seems to be problems. Mr. Bisek 7098 Centerville Road, explained the M.S. Society will continue to sell pull tabs at Kelly's Korner. Mr. Koppy explained the Association plans to hold a meat raflle one day a week at Kelly's Bar. Mayor Wilharber asked "Has the Rice Creek Trail Association been approached from the CirlLex Police Department?" Mr. Koppy replied no. Mayor Wilharber explained the Police Department is looking to purchase a snowmobile from Polaris. If the snowmobile is purchased before May 5, the Department will receive a discount. Further the Police Department planned to approach Trail Associations for donations. MOTION by Councilmember Helmbrecht, seconded by Councilmember Brenner to approve Rice Creek Trail Association lawful gambling license to conduct meat raflles at the location of Kelly's Korner Bar, 7098 Centerville Road, Anoka County, Centerville, Minnesota. In addition, draft a resolution indicating the Councils action. Motion carried. It 5
