<br />City Council Meeting, February 26, 1997 <br /> <br />~ <br /> <br />W A TERMAIN INTERCONNECT INFORMATIONAL MEETING: <br />David Nyberg, City Engineer explained the 20th Avenue Watermain Interconnect and <br />Truck Sanitary Sewer System. Proposed improvements include: watermain interconnect <br />with Lino Lakes, watermain meter vault, hydrants, sanitary sewer trunk, lift station, future <br />connection point, erosion control and turf restoration. <br /> <br />Nyberg explained the watermain interconnection construction cost would be <br />approximately $274,500. The sanitary sewer construction including restoration and truck <br />sanitary sewer would cost $188,000. The total construction cost would be approximately <br />$463,100. <br /> <br />Nyberg mentioned other non-assessment costs associated with access to the water and <br />sewer would include a $1,300 Water Availability Charge (WAC) and $1,750 Sewer <br />Availability Charge (SAC). Further, the individual property owner will be responsible for <br />the connection between the property line and the individual building. Property owners <br />may also have cost associated with taking individual well systems and septic systems out <br />of service. <br /> <br />l <br /> <br />Paul Montain representing Rehbein Inc., asked if the industrial/commercial and residential <br />cost are the same? Buckbee commented the cost is associated with the buildable square <br />footage. Nyberg explained the city ordinance requires property owners to connect to the <br />sewer once sewer service is available. In addition, the city ordinance indicates properties <br />must hook up when the utility becomes available although if a well is in good working <br />condition it can remain in use. <br /> <br />Nyberg explained this is an informational meeting and at later dates the public will have an <br />opportunity to voice their opinions. Nyberg gave a tentative project schedule including <br />hearings, advertisements, and the beginning of construction etc. <br /> <br />Paul Montain suggested the city look at financing this project through the sewer/water <br />funds or TIP. Mr. Montain asked could future developments impact the finances on this <br />project. <br /> <br />Kenny Carpenter 8885 20th Avenue asked who was pushing the project. Nyberg <br />commented the city because the interconnect will provide a better commercial/industrial <br />tax base for the whole city. Carpenter explained he has a good mound system with three <br />tanks and doesn't care to pay the hook-up charges. <br /> <br />Herman Strehlow commented his land is agriculture and doesn't need nor want the <br />utilities. <br /> <br />t <br /> <br />Carpenter explained with the proposed assessments there is no way he has five acres. <br />Further, the city did not provide TIF or any other incentives with his business, he doesn't <br />care to pay the assessments to help bring in other business. <br /> <br />2 <br />
