4 City Council Meeting February 12, 1997 Mr. Qamhieh asked why the road wasn't done right since it was redone in 1987? Mr. Qamhieh felt the road was done haphazardly and felt there should be an Engineer Inspector. Nyberg responded the roads should be seal coated regularly. Nyberg drove down Peltier Lake Drive and didn't notice any dips or sways. Rezoning Lakeland Hills from R3 to R2 MOTION by Buckbee, seconded by Helmbrecht to rezone the proposed Lakeland Hills from R3 to R2 contingent upon the final plat approval. Mayor Wilharber yes, Helmbrecht yes, Brenner yes, Buckbee yes, Powers-Rasmussen absent. Preliminary Plat Approval for Lakeland Hills MOTION by Helmbrecht, seconded by Mayor Wilharber to approve the preliminary plat for Lakeland Hills contingent upon Army Corp of Engineers, RCWD, DNR all agencies and Engineers approval. Mayor Wilharber yes, Helmbrecht yes, Buckbee yes, Powers- Rasmussen nay, Brenner abstained. Set Informational Public Meeting Hearing for Peltier Lake Drive MOTION by Buckbee, seconded by Helmbrecht to set the Peltier Lake Drive Public Information Meeting on April 2, 1997, at 7:00 PM. Motion carried unanimously. 4 Eagle Pass Helmbrecht questioned the sewer connection areas in Eagle Pass? Nyberg explained the sewer drains from Dupre and connects on Main Street where it drains south to north. Helmbrecht asked what the tree planting agreement was with Eagle Pass, since some builders are requesting the home owners plant the trees. Nyberg said he would check the Developers Agreement. Helmbrecht mentioned several people building in Eagle Pass have commented on the cost of building permit fees. Wellhead Protection Plan- Joint Powers Agreement Gaustad explained the US EP A is requiring the Minnesota Department of Health to complete the states delineation's. The State Health Department was present at the last Wellhead Protection Meeting and suggested completing the required profiles for Anoka County JP A cities at no cost to the cities or county. MOTION by Buckbee, seconded by Helmbrecht to ratifY the JP A Group recommendation to discontinue the Phase I consultant selection process; and authorize commencement of the Phase II work set forth in parts 1,2, and 3 of the Minnesota Department of Health (MDH) proposal at zero cost to the city. Motion carried unanimously. Facilitator for Strategic Plan March suggested the Brimeyer proposals and suggested setting a date. - MOTION by Buckbee, seconded by Helmbrecht to direct city staff to authorize Brimeyer to facilitate a meeting at the time of the facilitators request. Motion carried unanimously. .
