<br />~ <br /> <br />stressed concern of the average speed of vehicles driving west bound over the hill on Main <br />Street. Officer Jensen indicated the Police Department can enforce a posted speed sign if the City <br />implements a speed limit by ordinance or resolution on Main Street. <br /> <br />MOTION by Councilmember Buckbee to direct Staff to install a thirty-mph speed limit sign on <br />Tom Thumb's property. Also, investigate and work with the Circle Pines-Lexington Police <br />Department to reduce the speed limit to thirty mph on Main Street from Tom Thumb to 20th <br />Avenue by ordinance or resolution and check into the forty-five mph speed sign at Mill Road. <br />Motion seconded by Councilmember Helmbrecht. Motion carried unanimously. <br /> <br />Officer Jensen reported Anoka County purchased two speed trailers for municipal use. Mayor <br />Wilharber questioned the results of the speed trailers. Officer Gleason believed the speed trailer <br />is a deterrent to excessive speeders and works well. <br /> <br />MOTION by Mayor Wilharber to authorize the City to contact the Police department and <br />request the use of the speed trailer and placed it on Main Street. Also, check with Sheriffs <br />Department see if the city can schedule the speed trailer monthly or bimonthly. Motion seconded <br />by Councilmember Brenner. Motion carried unanimously. <br /> <br />Officer Jensen suggested placing a flashing crosswalk bar between the telephone poles on Main <br />Street and Progress road above the school crosswalk. <br /> <br />MOTION by Councilmember Helmbrecht to authorize Staff to investigate flashing lights between <br />the power poles over the crosswalk. Motion seconded by Councilmember Brenner. Motion <br />carried unanimously. <br /> <br />PETITIONS AND COMPLAINTS: <br /> <br />MUSA Expansion Request - Fruth. Fischer & Dentz <br />Mr. Fred Fischer (7396 Old Mill Road) complained the City did not send notice to him stating the <br />City was considering amending the comprehensive plan. Mr. Fischer understood their property <br />was included in the MUSA extension and now their property has been removed from the MUSA <br />expansiOn area. <br /> <br />Mayor Wilharber reported the City complied with the required publishing notices during the <br />preliminary comprehensive plan update and only seven people attended the meeting. <br />Councilmember Helmbrecht explained the City rented the elementary school in case of an over <br />abundance of interested persons. <br /> <br />Councilmember Buckbee read from the past comprehensive plan that the property in question was <br />not scheduled for MUSA until the year 2000. Also, the current comprehensive plan indicates the <br />property in question is scheduled for MUSA in the year 2001. <br /> <br />7 <br />
