Mr. Hagerty noted granting the contract to United Waste may be less expensive, <br />however, the service reflects the cost. Councilmember Helmbrecht thanked Mr. Hagerty for <br />bringing the United Waste tonnage report complaint to the attention of the Council. <br /> <br />Mr. March presented the proposed payable 1998 budget figures and explained a detailed report <br />will be presented at the September 4, 1997 budget workshop. <br /> <br />Mr. March reported the Truth and Taxation hearing is set for December 10, 1997 with a <br />continuation hearing of December 17, 1997. <br /> <br />MOTION by Councilmember Brenner to adjourn the workshop at 5:45 p.m. Motion seconded <br />by Councilmember Helmbrecht. Motion carried unanimously. <br /> <br />Workshop adjourned at 5:45 p.m. <br /> <br />CALL TO ORDER <br />Mayor Wilharber opened the August 27, 1997 council meeting at 6:03 p.m. with role call. <br /> <br />t <br /> <br />CONSIDERATION FOR TAX INCREMENT FINANCING (TIF) - PUBLIC HEARING <br />Mr. Sid Inman (Ehlers & Associates) gave a brief overview of the tax increment public hearing. <br />Mr. Inman requested the Council consider authorizing TIF expenditures for area parks and the <br />senior housing facility, and to authorize the creation ofTIF district 1-5. Furthermore, TIF district <br />1-5 is proposed to be an eleven-year district with the ability to take increments up to nine years. <br />The development agreement sets forth a payment schedule and a 10 percent administration fee. <br /> <br />Mr. Inman referred to an early conversation with an Attorney from Kennedy and Graven, whom <br />suggested a continuation on the hearing until September 24, 1997, to ensure that all publishing <br />requirements are in compliance. <br /> <br />Mr. Inman noted Mr. March made an excellent presentation to the Anoka County Board. <br />Councilmember Helmbrecht asked if the school district was notified. Mr. Inman replied all <br />affected agencies have been notified. <br /> <br />MOTION by Councilmember Helmbrecht to close the TIF public hearing. Motion seconded by <br />Councilmember Brenner.
