<br />t <br /> <br />Councilmember Brenner stressed looking at another option to remedy the situation besides the <br />destruction of twenty-six trees. <br /> <br />Councilmember Brenner questioned the difference in the house plans. The final grading plan <br />indicates several homes with full basements and no walkouts, whereas, the revised grading plan <br />shows the same homes as walkouts. Councilmember Brenner asked if the grading plan <br />accommodates the style of homes. Mr. Ebensteiner commented the house design has no bearing <br />on the revised grading plan. Mr. Terry Maurer (HR. Green Consulting Engineers) stated granting <br />the request may prevent future property owners from applying for a variance to build decks and <br />sheds on the drainage easement. Adding, the style of home will not make a difference with either <br />grading plan. Mr. Maurer suggested the City avoid double drainage ditches. <br /> <br />Councilmember Powers explained the tree replacement ration 6: 1 will not equal the environmental <br />benefit of one mature tree. Councilmember Buckbee requested City Engineer Mr. Nyberg review <br />the proposed grading plan prior to approval. Councilmember Helmbrecht requested Mr. Palzer, <br />Public Works Director/Building Official review the proposed grading plan. <br /> <br />MOTION by Councilmember Brenner to table the revised Lakeland Hills grading plan request <br />until Mr. Palzer and Mr. Nyberg review the plan. Motion seconded by Councilmember Powers. <br />Motion carried unanimously. <br /> <br />Mayor Wilharber noted without advanced notice of the issues it is difficult for the Council to act <br />in such short notice. <br /> <br />Informational hearing for 20th Avenue Watermain Interconnect/Sanitary Sewer <br />In short, Mr. Paul Kauppi (H.R. Green Consulting Engineers) described the proposed <br />Interconnect/Sanitary Sewer improvements and estimated cost. The proposed watermain would <br />run from Cedar Street north on 20th Avenue, and branch eastward on undeveloped land to the <br />Lino Lakes corporate boundary. Furthermore, the synopsis includes an extended gravity sanitary <br />sewer line to service Eagle Trucking. Mr. Kauppi revealed Mr. Gerald Rehbein stated he will <br />grant an utility easement to the City for the purpose of a lift station. Calling attention to the <br />project schedule he requested Council set a public hearing date for the proposed assessment role. <br /> <br />Councilmember Powers was not in favor of adopting the assessment role as soon as October. <br />Councilmember Helmbrecht questioned upgrading the Center Street lift station. Mr. Maurer <br />averred the lift station would have to be removed and replaced, therefore, it would be cost <br />prohibited. <br /> <br />MOTION by Councilmember Buckbee to authorize Staff to set an assessment role public hearing <br />date for September 10, 1997.
