<br />CHAPTER 31: DEPARTMENTS, BOARDS, COMMISSIONS AND COMMITTEES <br /> <br />Section <br /> <br />31.01 Establishment of Planning and Zoning Commission, Economic Dcvelopment Committee <br />and Parks and Recreation Committee <br />31.02 Bylaws for committees <br /> <br />~ 31.01 ESTABLISHl\lliNT OF PLANNING AND ZONING COl\lMISSION, ECONOMIC <br />DEVELOPMENT COMMITTEE AND PARKS AND RECREATION COMMITTEE. <br /> <br />(A) This section establishes a City Planning and Zoning Commission, an Economic Development <br />Committee for the purpose of promoting economic development and a Parks and Recreation Committee. <br />The purpose of these Committees is advisory and they may make recommendations to the City Council <br />for consideration regarding matters relating to this Committee. <br /> <br />(B) Forthe purpose of this chapter, the terms Commission and Committee are used interchangeably. <br />Policy refers to Commissioners and Committee Members alike. <br />(Orel. 72, passed 12-19-2002) <br /> <br />~ 31.02 BYLAWS FOR COMMITTEES. <br /> <br />(A) Authority. The Commiuee has the authority to conduct ilwestigations and to make <br />recommendations; however, it may not make decisions on behalf of the Council. Committees are subject <br />to the same rules as the City Council under the open meeting laws. The Council's final decision, <br />however, and not the Committee's recommendation, binds the city. The Committee may not enter into <br />a contract, employ workers or authorize expenditures. <br /> <br />(B) Eligibility. <br /> <br />(1) Any resident of the city is eligible to apply as a Committee Member. This individual is <br />welcome to serve on one committee at a time. <br /> <br />7 <br /> <br />-22- <br />
