<br />Pursuant to due call and notice thereof, the City Council <br />of the City of Centerville held their regular meeting on <br />Wednesday, September 2J, 1981 in City Hall. Ading Mayor <br />L'Allier called the meeting to order at 8:00 PM. Present: <br />Laska, Murray and Wilharber. Absent: Savela. <br /> <br />Motion by Wilharber, second by Laska to approve minutes of <br />September 9th proposed assessment hearing on Improvement <br />#80-1, motion carried. Motion by Laska, second by Wilharber <br />to approve minutes of September 9th hearing on street <br />vacation petition between Gay/Hale, motion carried. Motion <br />by Wilharber, second by Murray to approve minutes of <br />September 9th council meeting, motion carried. <br /> <br />P~TITIONS AND COMPLAINTS: Harvey Cartier voiced concern <br />of residents putting diapers down sewer; Joe LaCasse com- <br />plained about the J-ton load limit sign that is on Mound Trail. <br /> <br />Mrs. Burleigh Hale presented council with letter which clerk <br />read concerning elm trees on Clearwater Road easement and <br />requesting procedures on having Clearwater Road upgraded as <br />city street. Copy of letter is on file with City Clerk. <br />Engineer advised Mrs. Hale on the procedures under the <br />Local Improvement Code: 1. Initiation of Proceedings- can <br />be done by councilor a petition signed by owners of at <br />least J5% of the frontage bordering on the proposed improvement. <br />The council in accepting the petition could order a feasi- <br />bility report on the proposed improvement. 2. The City <br />~ngineer would prepare the feasibility report. J. If the <br />petition requesting improvement has been signed by 100% <br />of affected land owners, a public hearing on the improvement <br />is held. <br /> <br />~ngineer presented council with letter requesting final <br />payment to be made on Improvement #80-1. Motion by Wilharber, <br />second by Laska to issue final payment to Ro-So Contracting <br />for Improvement #80-1 in the amount of $1,J91.67 with the <br />stipulation that the sod be replaced on bottom of ditch in <br />front of 7105 - 20th Avenue which is about 6 feet wide and <br />60-70 feet long, motion carried. <br /> <br />Council held short discussion on communications involving <br />Gardner Estates. <br /> <br />Public hearing was held on the use of Revenue Sharing funds <br />which the city will receive for Entitlement Period #lJ, <br />October 1, 1981 to September JO, 1982 in the amount of <br />$4,129.00. Clerk read the public hearing notice. Discussion <br />of council and audience was held. Motion by Murray, second <br />by Wilharber to expend the Revenue Sharing allocation as <br />follows: 50% - Public Safety 50% - Recreation <br />motion carried. <br />
