Following the presentation a
question and answer formatted discussion began. The following is our summary of the major discussion
topics from the meeting:

Q: Can't this projed wait? This is generally a bad time for burdensome assessments due to current
economic conditions.
A: If the council is committed to providing water to all its residents by 2012, the water main and
service installation portions of this project should move forward.

Additionally, D and E type improvements are being done to protect the City's investment in the
existing street subbase and bituminous base, respectively. Delaying these improvements would be
detrimental to those streets resulting in higher life cycle costs.

Type C 1 improvements could be delayed because we have determined that there is no salvage
value left in the existing bituminous or gravel subbase. Delaying these improvements does not
increase the life cycle costs as long as people are willing to tolerate their existing condition and the
City is able to maintain reasonably safe driving conditions without extensive maintenance costs.

Some Type C 1 improvement areas are imbedded in other improvement classifications. Delaying
these few areas would necessitate driving heavy trucks and other construction equipment across
the other improvements when the Type C1 work is completed in the future. For this reason and
for the general continuity of the project, we would recommend that these "imbedded" areas of
Type C 1 improvements remain in the scope of work for 2009. This is shown graphically on the
attached figures.
