Provide a housing mixture that will allow for low, middle, and high income families. <br />. Provide for the orderly development of sefe and efficient housing opportunities In the <br />City. <br />. Maintain a level of growth compatible with the available level of public services. <br />. Provide non-motorized access to commercial properties and park amenities within <br />the city and surrounding areas. <br />. Promote and emphasize the small town atmosphere ofthe City. <br />. Plan densities and provide services for a sustainable population In excess of 5,000 <br />people at full build-out. <br />. Increase housing densities to reach the population goal. <br />. Connect the various neighborhoods of the city with trails and sidewalks. <br /> <br />Residential Policies <br /> <br />It is the policy of the City of Centervllle to: <br /> <br />. Encourage the revitalization of the existing housing stock In the City as a source of <br />affordable housing. <br />. Avoid adoption of regulations which create excessive obstacles to the development <br />of affordable housing. <br />. Protect residential neighborhoods from incompatible and offensive uses. <br />. Identify areas appropriate for multiple family and senior housing opportunities. <br />. Allow residential lot divisions only when adequate utilities are Immediately available <br />and are consistent with public utility sequencing. <br />. Prohibit leapfrog or non-contiguous residential development. <br />. Prohibit residential development without public utilities. <br />. Establish areas suitable for step-up or higher income residential homes. <br />. Require the Installation of sidewalks on at least one side of the street in new <br />neighborhoods. <br />. Explore opportunities to install sidewalks In existing neighborhoods that lack them. <br />. Maintain standards for landscaping and screening to ensure adequate aesthetic <br />controls. <br /> <br />42 <br />
