<br />.....'_. ... <br /> <br />DRAFT <br /> <br />Water Rescources <br />City of Centerville <br />2030 Comprehensive Plan <br /> <br />Surface Water Management Plan <br /> <br />The City updated its Surface Water Management Plan in October of 2004. The plan was <br />an update of a previous plan completed in 1997. <br /> <br />The City lies within the Jurisdictional boundaries of the Rice Creek Watershed DIstrict. <br /> <br />Since the time of this update, severel new or modified requirements have arisen. A <br />summary of the changes to the SWMP submitted with this Comprehensive Plan follows: <br /> <br />2007 New Information <br />The 2004 Centerville Surface Water Menagement Plan (SWMP) Information is stili <br />generally current and should be followed until a new SWMP is prepared pending <br />completion of the Rice Creek Watershed District (RCWD) Water Management Plan <br />(WMP) updates and as required by Minnesota state statute. The majority of the 2030 <br />Met Council Water Resources Managemant Policy Pian requirements for Local Surface <br />Water Management Plan elements are covered in the existing 2004 SWMP. <br /> <br />However, a few specific 2008 Issues have baan discovered as a part of this SWMP <br />Amendment process for the 2008 Comprehensive Plan update required by the Met <br />Council. Specifically, the following revisions and additions to the 2004 SWMP should be <br />noted. This list references directly the 2030 Met Council Water Resources Management <br />Policy Plan LSWMP elements. <br /> <br />1. Water resources management related agreements - Centervllle falls entirely <br />within RCWD. This organization is In the process of updating their WMP and <br />rules. The rules are scheduled to be accepted by mid-February of 2008. <br />Completion of the watershed management organization WMP will necessitate an <br />update to the 2004 SWMP. The focus of the RCWD updates are primarily on <br />infiltration. <br /> <br />Saction 5.7, page 16 of the City's SWMP discusses the Intent of tha City of <br />Centerville to .continue to support and coordinate with the RCWD on all water <br />resource management issues, and It recognizes the role of the RCWD to <br />continue to administer all water resource permitting and regulation <br />responsibilities". Therefore through reference to the RCWD WMP and rules the <br />City shows its continued commitment to the goal of nondegradatlon and <br />improving water quality for all Its residents. The Minnesota Stormwater Manual, <br />Metropolitan Council's Minnesota Urban Small Sites BMP Manual and RCWD <br />WMP should be referenced for additional alternatives. <br /> <br />2. Integration of SWPPP poliCies and goals - Centervllle Is a Phase II NPDES <br />MS4 permit community and therefore needs to integrate Its SWPPP with the <br /> <br />92 <br />
