Amendments to the City's subdivision regulations to better protact natural resources <br />and amenities, and provide for appropriate land dedication and funding for <br />improvement of the City's park system. <br /> <br />. Ordinance provisions which require connection to public sewer and water when <br />available. <br /> <br />. Evaluate the feasibility of establishing housing and economic development Initiatives <br />at the City level, such as tax Increment financing, or contrecting with the Anoka <br />County HRA for similar services. <br /> <br />Economic Development <br /> <br />In 2007, Centerville formed and Economic Development Authority (EDA) with all the <br />associated powers and responsibilities including taxing authority. The EDA will work on <br />economic development Issues within the City. <br /> <br />Centervllle is also part of the Twin City Community Capital Fund. The Fund is designed <br />to leverage millions of dollars in Revolving Loan Funds (RLFs) and other economic <br />development funds owned and managed by metro area local govemments and <br />development financing organizations. By pooling resources, TCCCF members have the <br />advantage of offering much larger loans than would be possible with limited local <br />resources, greater gap-lending flexibility for financing local development projects, and <br />significantly lower loan r1sk-a1l with the support and servicas of a professional fund <br />manager and experienced loan officars at no cost to Fund members. <br /> <br />Plan Amendment Process <br /> <br />The Comprehensive Plan is intendad to ba general and flexible; however, formal <br />amendments to the Plan will be required when land use elements, development staging <br />or growth policies are revised. Periodically, the City should undartake a formal review of <br />the plan to determine If amendments are needed to address changing factors or events <br />In the community. While a plan amendment can be initiated at any time, the City should <br />carefully consider the Implications of the proposed changas before their adoption. <br /> <br />When considering amendments to this plan, the City will use the following procedure: <br /> <br />1. Amendments may be Initiated by land owners, land developers, the Planning and <br />Zoning Commission or the City Council. <br /> <br />2. The Planning and Zoning Commission will direct the City staff to prepare a <br />thorough analysis of the proposed amendment. <br /> <br />3. The City staff will present to the Planning and Zoning Commission a report <br />analyzing the proposed changes, Including their findings and recommendations <br />regarding the proposed plan amendment. <br /> <br />100 <br />
