Houle will sealcoat the streets spring 1990. <br />The City Engineer should check the project to validate <br />complet iorl . <br />Harstad Companies would provide adequate warranty <br />bonding to the City, as appropriate. <br />A check for $11,000 will be in the City Hall office <br />tomorrow (11-9-89) to cover past due, current and <br />future costs of the development. <br />Harstad Company is concerned that over $40,000 has been <br />spent on City engineering fees when the company <br />development engineering fees only totaled $80,000. <br />C. W. Houle did not perform well this summer. <br />Briggs apologized for the way Centerville Heights <br />development has been handled. <br />Harstad Company will stand behind the development <br />project and make sure everything is taken care of until <br />the development is complete. <br /> <br />C.ENTER OAKS I I <br />Motion by Burgstahler, second by Pelton to retain $250.00 from <br />Center Oaks II escrow monies to cover seeding on the development <br />in Spring 1990, any remaining monies will be returned to Kenco <br />Construction, motion carried unanimously. <br /> <br />C()MPREHENSIVE ~ PLAN <br />Motion by Burgstahler, second by Neumann to adopt by resolution <br />(as drafted by Barry Blomquist, City Attorney) the currently <br />proposed Comprehensive Plan approved by the Metropolitan Council, <br />motion carried unanimously. <br /> <br />Motion by Pelton, second by Burgstahler that as identified on the <br />zoning map, to be attached to these minutes, numbers 1, 2, 3, 5 & <br />7 will be suggested to the Planning and Zoning Commission for <br />possible public hearings to rezone said properties consistent <br />with the Comprehensive Plan, motion carried unanimously. <br /> <br />Motion by Pelton, second by Burgstahler to direct Maier, Stewart <br />and Associates to update current City sewer and water master <br />plans per the recommendation of the Metropolitan Council in IT S <br />approval of the Centerville Comprehensive Plan; not to exceed <br />$3,000.00, motion carried unanimously. <br /> <br />Council member Peterson expressed concern that possibly the City <br />should extend water availability to existing homes. He noted as <br />an example: when a well goes out, the property owner may have to <br />dig a new well. After doing so he may be reluctant to hook up to <br />municipal water given a possible recent expenditure for a new <br />well. <br /> <br />Council members expressed concern regarding the financial <br />
