Post high school <br />training, vocational school or civil engineering technology program, construction <br />and/or related field. Considerable experience in replacing or constructing new <br />municipal infrastructures. <br /> <br />Necessary Knowledge, Skills, and Abilities <br />. Ability to read and comprehend instructions, correspondence, drawings, <br />specifications, plans and maps. Ability to provide guidance, assistance, and <br />interpretation of construction services to others. Ability to respond to common <br />inquiries or complaints from customers, department staff, City Council, members <br />of the business community and other agencies and organizations. Ability to write <br />correspondence. <br />. Ability to add, subtract, multiply and divide in all units of measure, using whole <br />numbers, common fractions and decimals. Ability to work with fOlmulas in the <br />calculation of area, volume and percentages. Ability to work with metric <br />measures, specifically the ability to convert from metric to standard <br />measurements. <br />. Ability to define problems, collect data. establish facts and draw valid <br />conclusions. Ability to interpret an extensive variety of technical instructions in <br />mathematical or diagram form and deal with several abstract and concrete <br />variables. Ability to read and understand construction blueprints and <br />specifications relating to public utilities and streets. <br />. Thorough working knowledge of various trades and engineering <br />methods/practices, CAD and GIS. <br />. Knowledge of the City Code. <br />. Knowledge of safety policies and procedures. <br />. Conflict management and resolution skills. <br />. Ability to work with various forms of mathematical calculations. <br />. Ability to read and interpret plans and specifications for construction projects. <br />. Ability to evaluate job-related problems and develop/recommend solutions. <br />. Ability to work with outside contractors, the public and co-workers. <br />. Ability to work flexible hours when necessary to facilitate meeting desired goals. <br />. Ability to recognize questionable construction practices and provide proper <br />guidance. <br />.
