Memorandum

To:

Centerville City Council Project: 2008 Comp Plan Update

Dato: 4/3/2008

From:

Brendon Slotterback

Client: City of Centerville

Re:

Comp Plan Status and Recommended Action

File No: 61607157

The purpose of this memo is to describe the status of the Comprehensive Plan Update and to
recommend action to be taken by the Centerville City Council to move the plan to the next
stage. That recommendation is that the City Council authorize distribution of the
Plan for jurisdictional review after any necessary changes are made.

Status of the Comprehensive Plan Process
At the last meeting of the joint Planning Commission and City Council on March 4, 2008 to
review the Comprehensive Plan, the group reviewed the changes that had been made to the
plan at their recommendation to bring the plan to a "final draft" state. The changes were
approved, and the group was informed that the next step was a public open house, al which
the public would be allowed to view the plan and make comments before the plan was
approved for jurisdictional review.

This open house meeting occurred on March 271h, 2008. Dallas Larson, City Administrator,
Mark Statz, Consulting City Engineer, and Brendon Slotterback, Consulting City Planner were in
attendance to answer questions and collect feedback. Feedback about the Comprehensive Plan
was generally positive, with most attendees simply having questions and not presenting a great
deal of feedback. The three feedback worksheets received at the open house and afterwards
are attached to this memO. Comments on the sheets dealt with promoting energy conservation
in buildings, concern about the slow market affecting retail absorption, and concern that new
sidewalks would put undue burden on homeowners. A letter received after the open house
dealt with concern that the property at 7124 Main Street be guided Low Density Residential
instead of Mixed Use. This letter is also attached to this memo.

At the time of the open house, the City also learned that it had received a grant for the building
and improvement of the trail network. Some updates to the Parks and Trails map and plan that
are part of the Comprehensive Plan were made to indicate future changes.

Plannino Commission Action
On April 1 ", 2008, the Planning Commission moved to recommend that the City Council
authorize the plan for distribution after the changes noted below are made:

1. Change the guiding of the properties at 6882 and 6892 Centerville Road from High
Density to Low Density.
2. Change the population projections, net density and other relevant tables and figures in
the Plan based on the land use change noted in #1.

..
