<br />Pursuant to due call and notice thereof the City Council of the <br />City of Centerville held a budget hearing on November 19) 1990 at <br />City Hall. Mayor Haberman called the meeting to order at 7:07 <br />p.m. Present: Buckbee) Pelton) Burgstahler) Neumann. <br /> <br />Council member Pelton noted that the percentage increase on the <br />County tax statements is very high. The reason being that at the <br />time that preliminary budgets were to be certified to Anoka <br />County, there were so many variables that were unknown. She <br />noted the 1987 Street Reconstruction litigation and the 1991 <br />police service as examples. She also noted that at that time, <br />many numbers needed to accurately calculate the City levy were <br />not available from the County or the State. Through Truth and <br />Taxation the cities are allowed to reduce their preliminary levy <br />amount) but are not allowed to increase it. Thus) the City <br />certified a preliminary levy amount taking into consideration the <br />worst case scenario. <br /> <br />Mayor Haberman noted that there is a City reserve. He noted that <br />this is necessary as taxes (the primary revenue source for the <br />City) are not disbursed to the City until July. In the meantime <br />bills have to be paid and payroll met. The reserve funds are <br />used to during this interim period. <br /> <br />The following audience members asked questions of and expressed <br />concern about the proposed 1991 budget: <br />Beverly Hughes) 1793 Center Street; <br />Gene Houle) 7124 Centerville Road; <br />Maureen Asleson, 7232 Mill Road; <br />Mike Schwartzbauer) 1889 Center Street; <br />Mary Jo Helmbrecht, 1745 Main Street; <br />Kent Davidson, 6918 Tourville Circle; <br />Lloyd Drilling) 7248 Centerville Road; <br />Bart Smith) 6936 Ivy Court; <br />Tom Wilharber, 6849 Centerville Road; <br />Arnie Drewlo, 7292 Centerville Road; <br />Jeff Haider, 1744 Center Street; <br />Marcel Rivard, 7072 Progress Road; <br />Donna Erickson) 1548 Peltier Lake Drive; <br />Norm Fritchie) 1637 Peltier Lake Drive; <br />Heinz Pedolsky, 7141 Brian Way. <br /> <br />Council member Burgstahler noted that minus the building <br />inspection budget item) the proposed budget shows and increase in <br />operation of the City services of 4.6%. He advised that he felt <br />there are more variables in the Revenue portion of the budget, <br />versus the Expenses portion. Burgstahler noted that in 1989 the <br />City Council opted to allocate $21)470 of City reserves toward <br />the 1990. He noted that this dollar amount was not used in 1990 <br />and recommended that it again be allocated to the 1991 budget. <br />Council member Burgstahler suggested a 5%-10% levy increase for <br />the 1991 budget.
