Parks & Recreation Committee <br /> <br /> Meeting Minutes March 5, 2008 <br /> <br /> <br />§ 92.19 FISHING. <br /> <br /> <br /> No person shall fish from any public park or public grounds. <br /> <br />§ 92.20 BOAT LAUNCHING. <br /> <br /> <br /> No boat or watercraft may be launched from any public park or public grounds. <br /> <br />§ 92.21 SHORELINE PROTECTION <br /> <br /> The shoreline where any public park or public grounds meets Centerville Lake is a protected area. <br />The shoreline must be protected from vehicular and foot traffic in order to establish and maintain <br />vegetation. Shoreline vegetation will stabilize and protect the shoreline from erosion. This protected <br />area extends fifteen feet from the high-water mark of the Lake level. <br /> <br /> No person may be present within a protected shoreline area which is so posted. It is a trespass for <br />anyone to be present within a protected shoreline area when the area is posted against entry. <br /> <br /> No person shall use a public park or public ground to enter or exit Centerville Lake for the purpose <br />of swimming, fishing, boating, or skating <br /> <br />The committee was happy with the above interpretation of the Park Rules and would like Ms. Stephan <br />to relay that information to Mr. Glaser and ask him to proceed with the next step in the process. <br /> <br />Hidden Spring Park <br /> <br />The committee would like to make sure staff is aware of the signage that needs to be posted at the park <br />in the spring. Ms. Stephan will pass that information onto Mr. Palzer. <br /> <br />Vice-Chairperson Amundsen brought to the meeting copies of all emails between himself and all <br />parties concerned regarding the planning, developing and failure of the lake store restoration, rain <br />gardens and artesian well, as well as emails reflecting the progress of the work and problems as it was <br />being completed. The amount of paperwork is extensive. As staff, council, the committee and the City <br />Engineer, Mr. Mark Statz, have discussed, the work is not satisfactory and all parties hope to have it <br />resolved in the spring. The committee feels the designs provided to Bonestroo from the committee via <br />Mr. Greg Thompson, Anoka County Conservation, were guidelines that were not followed, now <br />Bonestroo would like to charge the City additional funds to fix the problem by using the original design <br />for stabilization submitted by Mr. Thompson in the first place. Mr. Statz reports the problems with the <br />lake shore restoration are because of high winds and fluctuating lake levels, when the lake levels were <br />actually low, which should have caused less problems, not more. Vice-Chairperson Amundsen said the <br />bio logs were installed floating and later sunk. Also the stakes were not as long as suggested by the <br />specifications. It was questioned whether the dirt that was eroded was going to be put back. The <br />committee would like more information as to exactly what Bonestroo’s plan entails. <br /> <br />The committee is also extremely disappointed in the rain garden and wants to make sure it works as it <br />is supposed to. They do not feel the design specifications of Mr. Thompson were followed here either <br />and stated as much as we have paid, why can’t we make sure it works?
