<br />City Council Meeting Minutes of December 27, 1995 <br /> <br />MOTION by Helmbrecht, second by Powers-Rasmussen to enter into an agreement with <br />Kerr Transportation, amending page two of the contract to Anoka county and name Paul <br />Palzer as the Program Coordinator and random selection notices being sent to the City <br />Coordinator (in absence of the Coordinator notices sent to the Mayor). Motion carried <br />unanimously. . <br /> <br />MOTION by Brenner, second by Powers-Rasmussen to approve the drug and alcohol <br />testing policy provided by Kerr Transportation. Motion carried unanimously. <br /> <br />MS. LORENE FRENCH, 6921 DUPRE ROAD <br /> <br />Mr. and Mrs. French sent a letter dated December 14, 1995 requesting assistance from the <br />city on the flowing of the discharge of their sump pump. Paul Palzer stated it is state law <br />(plumbing code) that does not allow for variance, this would over rule the municipal <br />ordinance. <br /> <br />Ms. French stated that they have tried many different things. Wilharber questioned if the <br />French's could go back to the builder for a grading problem. Wilharber also stated that if <br />a variance was granted it would set precedence and it would also be in violation of Met <br />Council's sewer guidelines. Ms. French affirmed that they do not want to dump into the <br />city sewer system. <br /> <br />I <br /> <br />The council discussed how to handle the situation. The Council would like the grading <br />plan reviewed, the site to have the current elevations checked, and to contact the builder. <br />Staff is to coordinate a meeting with Paul Patzer, M. Helmbrecht, L. Powers-Rasmussen, <br />the Builder (Thaczik), the property owners and the Developer (Kenco) to discuss options. <br /> <br />TOM CASWELL, MET COUNCIL <br /> <br />Verbal goals were given to Guy Peterson for the Metropolitan Livable Communities Act <br />by Trudi Breuninger, City Clerk. Mr. Caswell stated that numerical goals would be <br />preferred and that the goals can be looked at and changed yearly. Action plans for these <br />goals need to be submitted by June 30, 1996. The council can stay with the verbal goals if <br />they are comfortable with them in consideration of re-doing the comprehensive plan. The <br />council needs to formally adopt the one year goals prior to January 8, 1996. <br /> <br />MOTION by Brenner, second by Powers-Rasmussen to adopt the goals as noted on the <br />Goals Addendum prepared by Met Council as a one-year goal with an action plan to be <br />submitted by June 30, 1995. Motion carried unanimously. <br /> <br />SUMP PUMP ISSUE <br /> <br />I <br /> <br />Tom Caswell commented on the sump pump issue at the French residence and Mr. <br />Caswell will go back to Met Council to help come up with a solution. <br /> <br />CCI2-27M.WPS <br /> <br />5 <br /> <br />-- <br />
