IdentifY areas appropriate for multiple family and senior housing opportunities. <br />. Allow residential lot divisions only when adequate utilities are immediately <br />available and are consistent with public utility sequencing. <br />. Prohibit leapfrog or non-contiguous residential development. <br />. Promote residential housing concepts that will maintain the "small town" <br />character of the City. <br />.
