Mr. Nyberg explained the Stream Bed and Bank <br />227 Stabilization Program where land owners put together a plan, cost <br />228 estimate and sketch for consideration for funding of one-third of <br />229 the project by the Watershed District, City and property owner. <br />230 The deadline for submittal is October of each year. Mr. Nyberg <br />231 noted Kate Drewery, Rice Creek Watershed District, should be <br />232 contacted regarding the specifics. <br />233 <br />234 Flood Plain - Complaints - 7260 Clearwater Drive. <br />235 The City Council reviewed a letter dated September 7, 1994 from <br />236 Steven McGaughey, 7260 Clearwater Drive, regarding the recent <br />237 improvements on Clearwater Creek. A copy of this letter is <br />238 attached to and made a part of these minutes. <br />239 <br />240 Steven McGaughey, 7260 Clearwater Drive, was present. Mr. <br />241 McGaughey expressed concern with the water level being increased. <br />242 Mr. McGaughey noted his home is the lowest on his block and he <br />243 has a finished walk out basement. Mr. McGaughey expressed <br />244 concern with the attitude of "let's see what happens next <br />245 spring". <br />246 <br />247 Motion by Buckbee, second by Wilharber to authorize a meeting of <br />248 the Engineering Liaisons and MSA Consulting Engineers with the <br />249 residents abutting Clearwater Creek, north of Main Street to <br />250 Peltier Lake, the purpose of the meeting will be: <br />251 to review the data to see if there is reason for <br />252 concern; <br />253 the meeting is to be held within two weeks; <br />254 the Engineer Liaisons shall report back to the City <br />255 Council, <br />256 motion carried unanimously. <br />257 <br />258 Partial Payment Estimate Number 1 Palda & Sons, Inc.- <br />259 Clearwater Creek Restoration Project. <br />260 Motion by Buckbee, second by Wilharber, per the recommendation of <br />261 the City Engineer to approve Partial Payment Estimate number 1. <br />262 to Palda & Sons in the amount of $245,634.50; the amount of <br />263 retained is $18,451.94, motion carried unanimously. <br />264 <br />265 Community Development Block Grant for Parks. <br />266 Dave Nyberg, MSA Consulting Engineers, was present. Mr. Nyberg <br />267 reviewed a letter September 12, 1994 regarding Anoka County <br />268 Community Development Block Grant funding for Park and Recreation <br />269 improvements. A copy of this letter is on file with the <br />270 Clerk/Administrator. <br />
