Mayor Buckbee expressed that this, is a City <br />wide issue and the City needs a method in which to defray costs. <br />The City Council adopted an ordinance in January of 1992 to <br />initiate a storm water drainage system fund to accumulate <br />financial resources to maintain and improve the storm water <br />drainage systems within the City of Centerville. <br /> <br />Mr. Carpenter suggested the City Council raise taxes each year <br />and stated he does not want to be hassled with the "damn bill". <br />Mr. Carpenter noted he has paid to have his ditch cleaned five <br />times. Mr. Carpenter expressed that if the City came over and <br />cleaned his ditch he would be happy to pay the $2.00. Mr. <br />Carpenter expressed, in his opinion, the City is sticking its <br />neck out for liability with this fund. <br /> <br />The City Council noted receipt of Mr. Carpenter's complaint. <br /> <br />Clerk/Administrator Tamara Miltz-Miller noted to Mr. Carpenter <br />the flood plain reduction project includes the cleaning of his <br />ditch and his property is not scheduled to be assessed for the <br />cleaning. Ms. Miltz-Miller explained the flood plain project is <br />a high priority project for the City of Centerville, and everyone <br />will pay, not just Ken Carpenter. <br /> <br />NEW BUSINESS: <br /> <br />Minnesota Midway MaQic. Inc. <br />Clerk/Administrator noted that <br />filed a Statement of Claim <br />Centerville for $3,048.00 for <br />to the 1992 City Festival. <br /> <br />Minnesota Midway Magic, Inc. has <br />of Summons suing the City of <br />advertising and insurance related <br />
