It appears that Park and Recreation Committee <br />member, Dale Larson, is to work with City staff to address the <br />concerns of the accessibility problems with the rest rooms and <br />warming house and that the site was lacking a funding <br />acknowledgement sign. <br /> <br />Ms. Miltz-Miller noted monies from <br />Community Development Block Grants may <br />concerns of accessibility. <br /> <br />charitable gambling and <br />be used to address the <br /> <br />Center Hills First and Second Additions - Bond Resolution. <br />Motion by Wilharber, second by Buckbee to direct City staff to <br />draft a resolution regarding early payment of the Center Hills <br />First and Second Additions bonds, motion carried unanimously. <br /> <br />Mayor Buckbee recessed the meeting at 8:10 p.m. The meeting was <br />reconvened at 8:15 p.m. <br /> <br />Flood Plain Reduction Project - Uodate. <br />Mayor Buckbee noted that John Stewart, City Engineer, Bob <br />Burgstahler and himself had attended the Rice Creek Watershed <br />District meeting earlier this evening. Mayor Buckbee noted the <br />Rice Watershed District Board members appeared to be quite <br />cooperative regarding the Centerville Flood Plain Reduction <br />Project. It appears the Rice Creek Watershed District will be <br />delegating the project to Centerville providing the City becomes <br />involved in a Joint Powers Agreement with the Rice Creek <br />Watershed District. <br /> <br />John Stewart, City Engineer, noted the Rice Creek Watershed <br />District passed a motion to consider a permit for ditch <br />improvement rather than a petition contingent upon: <br />1. The Joint Powers Agreement passes the Rice Creek <br />Watershed District's jurisdiction to the City of <br />Centerville; <br />2. The City of Centerville withdraws their preVlOUS <br />petition for the project; <br />3. The City of Centerville requests the permit before the <br />end of 1993. The Rice Creek Watershed District is <br />required to perform a much higher level of <br />environmental studies by State of Minnesota after <br />January 1, 1994. <br /> <br />Mr. Stewart noted that easements will be required for the Peltier <br />Lake Drive culvert improvement. It appears there are eight to <br />ten properties that the City of Centerville would need to acquire <br />easements from. An alternate option would be the addition of a <br />third culvert for an approximate cost of $50,000.00. <br />
