She stated the Livable Communities Act (LCA) was created in 1995 <br />and the City has negotiated goals for affordable rental. The Met Council has estimated <br />there will be a need for 50,000 additional affordable housing units during 2011-2020, and <br />the Met Council's new affordable housing goal for Centerville is to create 80 new units <br />between 2011 and 2020. She stated that the City is not saying that it will ensure that all <br />80 units are built, rather, that enough land is available for this potential. <br />Ms. Goodroad stated that the Met Council also requires a housing action or <br />implementation plan; this plan includes regulatory, financial, and other methods the City <br />can use to increase the potential for affordable housing and support maintenance of <br />existing housing stock. <br />Parks and Trails <br />Mr. Slotterback presented a draft of the parks and trails section of the plan amendment, <br />noting that the goals include providing convenient active and passive recreation <br />opportunities that serve all residents, building new and upgrading existing park <br />properties, establishing abiking/hiking trail system, and providing adequate expansion of <br />parks and recreation areas in proposed residential developments. <br />Mr. Slotterback presented a graphic of the existing and proposed parks including <br />sidewalks. He stated that the City will continue to use cash in lieu of or park dedication to <br />develop park space. <br />Councilmember Lee stated that the graphic shows some of the larger storm water ponds <br />but not others. <br />Ms. Goodroad stated that the graphic could be amended to add a wetland layer to the <br />map. <br />Consensus was reached to remove all storm water ponds on the map, leaving the creek <br />and lakes only. <br />Consensus was also reached to remove the future bituminous trail along the creek. <br />Transportation <br />Mr. Slotterback presented a draft of the transportation section of the plan amendment, <br />noting that the goals include maintaining a safe, efficient and convenient multi modal <br />transportation system, and protecting the integrity of the transportation system. <br />Mr. Slotterback presented a graphic of a transportation plan functional classification map <br />showing the different classes of road capacity as well as existing and projected traffic <br />volumes. He explained that the draft states that the current transportation system is <br />mostly fully developed, that new local roads are planned for new development, that Main <br />Street and Centerville Road will be expanded based on existing plans, and that the <br />planned system is adequate to address planned growth. <br />
