City of Centerville <br />City CounciUPublic Hearing Meeting Minutes <br />May 1, 2008 <br />Pam Kennedy, 1983 73rd Street <br />Ms. Kennedy stated this road was removed from the 2003-2004 project because the road <br />failed at that time. She asked why her road was not done in 2004 when it would have <br />cost $3,000, versus $5,000 under the current project. <br />Mayor Capra replied that not all citizens agreed to the 2003-2004 project. <br />Ms. Kennedy asked why citizens are not able to vote on the current project. <br />City Engineer Statz stated the assessment amount for the 2004 project on 73rd Street was <br />higher than contained in the notice; therefore, in order to assess those residents, the City <br />had to cancel that portion of the project because once assessment notices go out with a <br />hearing date, that amount is set in stone. He added in a statutory city such as Centerville, <br />it is a representative democracy and the Council has the authority to determine the <br />amount of an assessment. <br />Motion by Council Member Lee, seconded by Council Member Broussard-Vickers, <br />to close the public hearing. All in favor. Motion carried unanimously. <br />III.
