~~ o <br />City Counci12008-04-09- 9:30 p.m. 0 ~~ <br />Minutes of Work Session ~ ~ <br />Present were Mayor Capra, Council members Tom Lee, Jeff Paar, Linda Broussard- <br />Vickers, and Michelle Lakso. Also present were City Attorney Kurt Glaser, Mark Statz of <br />Bonestroo & Assoc. <br />The Council discussed the possibility of adopting a deferment policy for assessments to <br />senior citizens. A lot of discussion centered on whether to charge interest during the <br />deferment period. Some expressed that the other taxpayers should not have to subsidize <br />the interest on the properties that were deferred. Consensus was that interest should <br />accrue during the deferment period. Staff will prepare a draft ordinance for Council <br />consideration. <br />Administrator Larson reported that the mailed hearing notices for the 2009 Street Project <br />will be going out very soon. The appraiser hired by the City has confirmed that the <br />estimated assessments are generally in line with the likely increase in value to the <br />properties. Most properties will get a notice showing an estimated assessment estimate <br />that is noticeably lower that the numbers provided at the public input, open house <br />meetings. <br />Due to the late hour, the Council determined to defer discussion on other items on the <br />work session agenda. <br />The meeting was adjourned at approximately 9:45 p.m. <br />Dallas Larson, Administrator <br />
