<br />that the connection charge be specially assessed as a lien against the lot or tract of land payable in <br />semi-annual installments for a term of years at an interest rate as the City Council shall determine. <br />Unless deferred payment is so authorized, all connection charges shall be payable in full prior to the <br />issuance of a building permit for new construction on the lot or tract of land. <br /> <br />(C) No permit shall be issued for any connection, repair, enlargement or alteration to the sewer <br />system until a determination has been made by the city of the service availability charge (SAC), to be <br />imposed by the Metropolitan Waste Control Commission, and the applicant has paid to the city the full <br />amount of any service availability charge that may be applicable. <br />(Ord. 30, passed 5-11-1977) <br /> <br />~ 51.08 MANDATORY CONNECTION TO PUBLIC SYSTEMS. <br /> <br />(A) It is unlawful for any person to install a private water system which is intended to provide <br />water for human consumption or a private sewer system in the city except in cases where the public <br />water or sewer systems are not accessible to the premises where the private systems are requested. To <br />determine whether or not the public water and/or sewer systems are available for connection, each <br />person or corporation desiring to install a private water or sewer system must first make application for <br />connection to a public system. Upon determination by the city that it is not feasible to connect the <br />applicant's premises to the public water or sewer system, then the applicant shall be granted a permit to <br />install a private water and/or sewer system in accordance with all appropriate state and local <br />regulations and subject to an agreement with the city recognizing the temporary nature of the private <br />system. <br /> <br />(B) Not withstanding the other provisions of this chapter. lll"op~Ity ~~ty.e<i J>y _a.
