<br />(8) Slug or accidental discharge. Sewer users shall notify the city immediately upon having <br />a slug or accidental discharge or substances or wastewater in violation of this chapter in order to enable <br />countermeasures to be taken by the city to minimize damage to the wastewater disposal system. The <br />notification will not relieve users of liability for any expense, loss or damage to the wastewater disposal <br />system, or for any fines imposed on the city on account thereof under any state or federal law. The city <br />may suspend the wastewater treatment service and/or a wastewater discharge permit when the <br />suspension is necessary, in the opinion of the city, in order to stop an actual or threatened discharge <br />which presents or may present an imminent or substantial endangerment to the health or welfare of <br />persons, to the environment, or to the wastewater disposal system. Any user notified of a suspension of <br />the wastewater treatment service and/or the wastewater discharge permit shall immediately stop the <br />discharge. In the event of a failure of the user to comply voluntarily with the suspension order, the city <br />shall take the steps as deemed necessary, including immediate severance of the sewer connection, to <br />prevent or minimize damage to the wastewater disposal system or endangerment to any individuals. <br />The city shall reinstate the wastewater discharge permit and/or the wastewater service upon proof of <br />the elimination of the noncomplying discharge. A detailed written statement submitted by the user <br />describing the causes of the slug or accidental discharge and the measures taken to prevent any future <br />occurrence shall be submitted to the city within IS days of the date of occurrence. <br /> <br />(D) Permits and special user requirements. <br /> <br />(1) Sewer connection permit required. It is unlawful for any person to uncover, make any <br />connections with or opening into, use, alter or disturb any public sewer or appurtenance thereof without <br />first obtaining a written permit from the city. Any new connection(s) to the sanitary sewer system shall <br />be prohibited unless sufficient capacity is available in all downstream facilities including, but not <br />limited to, capacity for flow, BODS, and suspended solids, as determined by the city. Connections to <br />the sanitary sewer shall be gas-tight and water-tight to prevent the inclusion of infiltration/inflow. <br /> <br />(2) Maintenance and ownership of private sewer service pipes and facilities. It is the <br />responsibility of the user or owner to maintain the sewer service pipe from the property line into the <br />house, building or other point of initial collection. All sewer pipes, monitoring facilities, pretreatment <br />facilities and other private sewer system works shall be installed and maintained in good operating <br />condition at the user's sole expense. <br />
