By the end of the meeting you were all saying, "If we don't do it
now it will just be more expensive later." Was I the only one that heard Dallas
say these bids that were coming in lower than expected were for the
underground work? Not the road construction costs. It seemed to me that you all
missed that comment. What happens when these bids don't come in as low as
you expect them to? Do you have any guarantees that they will come in low? If
you proceed with the project as you discussed, omitting LaValle, Mound, Center
Street and Robin Lane area, you are still talking a substantial project and a lot of
it is still road construction. Mark Statz estimated this at 4.5 million.

Did you all forget about the May 1 hearing? The residents are upset
about this project not just because of the timing with the economy. It's that
they've seen your track record for spending our money and now you propose this
extensive road project that you want us to pay for that should've and could've
been planned for instead of assessing people these outrageous amounts.

Do you all remember what former Mayor Tom Willharber said at the
May 1 hearing? Let me remind you.

Quote: "Had issue on roads and I voted wrong along with the rest of the council
and we ended up with a lawsuit that was a losing proposition for everyone
concerned not only the council but the citizens." End quote.

Maybe you should all learn from his experience because if you don't
start listening to your constituents, that is where this project is headed. I
wonder if we'll be able to afford this project with Governor Pawlenty's property
tax cap.

Sincerely,
Joseph and Melody Meath

5/28/2008
