May 14,2008

ASSESSMENT POLICY QUESTIONS

1. I've heard the water main cost is an $6427.00, so why the differences between
Dl, D2 and D3 if you separated the water main costs out? Shouldn't they all
be the same, and then people with water main would add the additional
$6427.00 or whatever that number is? If you look on the map the only
difference between a D2 and D3 is water main services and if you separate it
out as stated above then I should be a D2 in the front. What do these numbers
include? $43.34 for a D3 and $29.30 for a Dl.

2. Corner lots - example 7426 Mill Road: 100 ft on Prairie (Dl=$29.30) 150 ft
on Mill Road (D3=$43.34) 100 ft x 29.30 = $2930.00 + 20% of 150 ft = 30 ft
x $43.34 = $1257.00 total = $2930.00 + $1257.00 = $4187.00. Is this correct?
(Based on Assessment Policy - Sum of assessment cannot exceed 130 feet)

3. Is Assessment Policy outdated? It was last reviewed in 1989. Should it be
reviewed to incorporate the City's Comprehensive Plan as other cities this size
have done? If the sidewalks and trails are part of the Comprehensive Plan for
the City then shouldn't the City pay 100% as the reason for them is to benefit
the community as whole. Correct? Aren't there funds set aside for items in the
Comprehensive Plan?
