The <br />definition I found is: <br /> <br />"The Collector Street collects traffic from local streets in residential and industrial/commercial <br />areas and channels it into the Arterial Roadway System (i.e. State and County roadways)" <br /> <br />By this definition I would say that indeed Mill Road is a collector street. That being said, my <br />understanding from the research that I have done, is that the "responsibility for collector streets <br />usually falls to the local government and developers for funding, design and construction." <br /> <br />Meaning, all future maintainence and construction (i.e. bike trails, road work) cannot be <br />assessed to the property owners on the collector street but is paid for by the City as a whole. <br /> <br />I have also found several cities with similar populations where it states in their Assessment <br />Policy, "Bituminous walkways or bicycle trails to be installed as part of the City Comprehensive Plan <br />will NOT be assessed, but rather funded 100% by the City."
