Many cities do have collector road policies that put at <br />least some of the burden on the city as a whole. In my experience, most cities will break out costs <br />for collector roads which are above and beyond that of a normal road (e.g. extra width, extra <br />thickness, etc.). Then the City pays for those costs above and beyond the normal City street <br />section and assesses the homeowners an "equivalent" cost. In other words, the assessments <br />reflect what they would have paid if they lived on a normal City street. <br /> <br />While I cannot say what the council will do, I will say that a similar policy will likely be discussed. <br />There are a few things that would work against this policy, however. First is the fact that folks on <br />Center Street (another collector) were assessed in 2004. In the interest of consistency and <br />fairness, it would be difficult to apply a different policy to your street only 5 years later. Secondly, <br />Mill road isn't really being proposed to be built any wider or thicker than other streets in town at <br />this time, so your costs aren't much different from others with the same type of improvements. <br />Any difference comes mostly from the density of homes along the road who share in the cost. <br /> <br />Again, the trail costs are currently being proposed to be spread across all properties on the project, <br />not just assessed to Mill Road residents. Also, the City will be looking to see if the grant they <br />received can help offset some of these costs. <br /> <br />Hope this helps.
