<br />Scope of Work and Cost Estimate <br />Soil Vapor Survey <br />Main Street Corridor Development - Centerville, Minnesota <br /> <br />Page 3 <br /> <br />Development RespOllse Action Plan <br /> <br />It is our understanding that the City has initiated a planning process to redevelop the area adjacent to the <br />corridor into a mix of commercial buildings with underground parking, townhomes and multi-family <br />dwellings. As petroleum contamination has already been identified on multiple Properties, we strongly <br />recommend that a Development Response Action Plan (DRAP) be prepared and submitted to the MPCA <br />Petroleum Brownfields Program (PBP) for approval. Concurrent with the submittal of the DRAP, the <br />City will need to prepare an application to enter into the PBP. The PBP was established to assist <br />voluntary parties who address environmental concerns, and in exchange, they can issue Letters of <br />Assurance to limit future liabilities as part of Site redevelopment activities. <br /> <br />Specifically, we will request from the PBP: <br /> <br />. A General Liability Letter on behalf of the City <br />. Tank Removal Verification Letter for former UST(s) <br />. File Closure Confirmation Letter(s) for Sites closed through the LUST Program. <br />. Review of existing documentation <br />. Review and Approval of the DRAP <br /> <br />ProSource will prepare the DRAP to address handling contaminated soil and/or ground water that may <br />be encountered during redevelopment/construction activities. The DRAP will be completed in <br />accordance with the MPCA PBP Guidelines. Specifically, the DRAP will discuss: <br /> <br />. Summary of site history and previous environmental investigations; <br />. Anticipated Response Actions to address the presence of contaminated soil and/or ground <br />water; <br />. Methods and procedures to implement Response Actions; <br />. Confirmation sampling and analysis; <br />. Site restoration plan; <br />. Contingency planning in the event an unknown condition is encountered; and <br />. A description of the proposed development and tentative schedule. <br /> <br />Cost Estimate <br /> <br />Our cost estimate to complete the Soil Vapor Survey and prepare the DRAP is $11,196. If additional <br />costs are incurred by completing work outside the scope of this proposal, those costs will be brought to <br />your attention immediately upon discovery and additional work may be completed per your approval. <br />The costs below include labor, equipment, subcontractors, and expenses related to this Scope of Work. <br /> <br />Soil Vapor Survey, File Review and Reporting: <br />Prepare PB Application, DRAP and Liaison with MPCA: <br />Total: <br /> <br />$ 8,830 <br />$ 2366 <br />$ 11,196 <br /> <br />JtL <br /> <br />ProSource Technologies, Inc. <br /> <br />June 9, 2008 <br />
