<br />page two <br />City Council Meeting Minutes <br />October 14, 1987 <br /> <br />property, regarding interest in extending sewer to that property <br />also. <br /> <br />Motion by Wilharber, second by Laska to allow Robert Houle of <br />7140 20th Avenue, to tie into the City of Centerville's main <br />S8wer, with no front foot charge; no costs regarding this <br />extension or tie in will be incurred by the City of Centerville, <br />including but not exclusive of legal, engineering, or permit <br />costs; aye: Laska, Wilharber, Fritchie; abstain: L'Allier. <br /> <br />Mayor L'Allier resumed role of presiding officer. <br /> <br />Discussion of Plans and Specifications of the proposed <br />Centerville Heights development. Terry Maurer, City Engineer, <br />presented written comments on the Plans and Specifications. <br />These written comments are attached to and made a part of these <br />minutes. City Engineer advised that geotextile fabric is not <br />included in the cost of construction as Merila and Associates <br />feel that it may be possible that fabric will not be needed for <br />the roads. Merila and Associates are not opposed to geotextile <br />fabric and will install if appropriate. City Engineer advised <br />that he feels it probably will be needed, but that a <br />determination could be made when the roads are being worked on. <br />Council members felt strongly that geotextile fabric should be <br />used on all streets in the City of Centerville. <br /> <br />Motion by Wilharber, second by Fritchie to approve the plans and <br />specifications of the Centerville Heights development based on <br />Maier, Stewart and Associates recommendation; this recommendation <br />includes correction/inclusion of concerns listed in the October <br />8, 1987 letter of comment to the City Council from Terry Maurer, <br />City Erlgineer, motion carried unanimously. <br /> <br />Discussion of development contract for Centerville Heights. Park <br />and Recreation Committee submitted recommendations to the Council <br />regarding the park land in Centerville Heights. A copy of nhese <br />recommendations are attached to and made a part of these minutes. <br /> <br />Motion by Wilharber, second by Fritchie to approve the <br />development contract with Harstad Companies for Centerville <br />Heights, with the following changes/additions: <br />-Park will be graded for seeding by developer. Park will be <br />seeded by developer. <br />-Necessary maintenance for the park will be provided by <br />developer until the park is turned over to the City. <br />-The only entrance and exit for construction and equipment <br />is off Main Street (County Road 14), not off Mill Road or Shad <br />Avenue. <br />-The drainage problem and change of location of the culvert <br />on lots 4 and 5, block 2 Peterson's Old Homestead Addition will <br />
