<br />~ ". <br />r-;- ~ <br /> <br />tr · <br /> <br />Councilriler:lber \iIalter Neumann introduced the follo~\J!ing resolution and <br />rnoved its adopt ion: <br /> <br />CITY OF CENTERVILLE <br /> <br />RESOLUTION NO. 87-23 <br /> <br />RESOLUTION ESTABLISHING DEVELOPMENT DISTRICT <br />NO.1 AND ECONOMIC DEVELOPMENT TAX'INCREMENT <br />FINANCING DISTRICT NO. 1-1 IN DEVELOPMENT <br />DISTRICT NO. 1 ADOPTING A TAX INCREMENT <br />FINANCING PLAN <br /> <br />BE IT RESOLVED by the City Council of the City of Centerville, Hinne- <br /> <br />sota, as follows: <br /> <br />Section 1. Recitals. <br /> <br />1.01. The City Council finds and determines that it is in the best <br />interest of the economic development of the City that there be established <br />a Municipal Development District (Development District) in the City pursu- <br />ant to the provisions of Minnesota Statutes, Chapter 469 (Act). <br /> <br />1.02. The City also desires to create Economic Tax Increment Financ- <br />ing District No. 1-1 (TIF District) within the Development District and to <br />adopt a Tax Increment Financing Plan (TIF Plan) therefor, pursuant to the <br />Act. <br /> <br />1.03. The City Council has investigated the facts and caused a <br />Development Program (Program) for the Development District and the TIF Plan <br />to be prepared, which Plan and Program describes the actions to be taken to <br />promote development within the Development District and is contained in a <br />document entitled "Proposed Developtnent Program for Development District <br />No. 1 and Proposed Tax Increment Financing Plan for Tax Increment Financing <br />District No.1-I, City of Centerv1lle, Minnesota, September 2, 1987", now <br />on file in the office of the Clerk-Treasurer. <br /> <br />1.04. The Program and TIF Plan were reviewed by the planning commis- <br />sion on September 23, 1987 and were found to be in compliance with the <br />City's land use regulations and the general plans for development of the <br />City. <br /> <br />1.05. In accordance with the provisions of the Act, the City has <br />given the members of the Board of Commissioners of Anoka County and the <br />School Board of Independent School District No. 12 an opportunity to review <br />the fiscal and economic implications of the TIF Plan and to discuss the <br />matter with the City Council. <br /> <br />1.06. The City Council held a public hearing on the creation of the <br />Development District and the TIF District and adoption of the TIF Plan on <br />Sept~mi.)er t3. pQl 1987. after notice of the public hearing was published <br />on Septei'll)er J.1, 1987 , in the City's official newspaper, at which <br />hearing all persons desiring to be heard on the subject were given an <br />opportunity to express their views wit~ respect thereto. <br />
