<br />Pursuant to due call and notice thereof, the City of Centerville <br />City Council called to order the first 1988 budget meeting <br />Tuesday, July 28, 1987 at City Hall. Mayor L'Allier called the <br />meeting to order at 8:35 p.m. Present: Fritchie, Robischon, <br />Laska, Neumann.. <br /> <br />Clerk reported on findings at the League of Minnesota Cities Levy <br />Limit Seminar on July 28, 1987. The deadline for appeal to the <br />3% levy limit increase to all cities is August 21, 1987. <br /> <br />Motion by Fritchie, second by Robischon to direct the City Clerk <br />and Walter Neumann to work on possible appeals for the 1988 3% <br />tax levy freeze, motion carried unanimously. <br /> <br />It was determined that the levy has increase approximately 12% <br />per year in the past two years. <br /> <br />Clerk will contact City Engineer to advise him that portions of <br />the fabric on Mill Road was run over by a grader. Clerk will <br />also express the concern of the Council to the City Engineer that <br />the fabric in the intersection of Peltier Lake Drive and the <br />North end of Centerville Road has been exposed. Clerk will also <br />inquire as to how long it is feasible for this fabric to be <br />exposed to the elements. <br /> <br />Clerk will contact the County Assessor, the <br />Northern States Power, City Attorney, Lino <br />Department, and Animal Control Services regarding <br />rate increases for 1988. <br /> <br />Beulke Agency, <br />Lakes Police <br />any possible <br /> <br />The possibility of contracting out for services with regard to <br />public works department was discussed. Also, discussed was the <br />possibility of the Park and Recreation Department obtaining it's <br />own maintenance personnel, the question of whether or not public <br />bids for this would be required was not resolved. <br /> <br />Clerk will contact various photocopy machine distributors and <br />investigate the cost, quality of copy, volume, and feature <br />variety of a different machine. <br /> <br />Clerk will contact City <br />amount for address and/or <br />look into the possibility <br />to streamline the cross <br />properties in Centerville. <br /> <br />Engineer and obtain an estimated dollar <br />cross section maps. Clerk will also <br />of a cross reference computer program <br />reference process of individual <br /> <br />Clerk noted office items needed: two calculators, file cabinets, <br />utility and accounting software, narrow table or counter space <br />for Deputy Clerk, and possibly chairs for the Council Chambers. <br /> <br />Clerk noted that Public Works Director expressed a need for a <br />tractor for maintenance of City parks. <br /> <br />Cost of maintaining City Hall if the Fire Department were to City <br />
