<br />Pursuant to due call and notice thereof, the City Council of <br />the City of Centerville held a special informational meeting to <br />hear the bids for the proposed road reconstruction and seal coating <br />projects on Wednesday April 29, 1987 at City Hall. Mayor L'Allier <br />called the meeting to order at 7110 P,M. Present: Fritchie, Robischon, <br />Laska. Absent: Neumann. <br /> <br />John Stewart, City Engineer, presented the -Analysis of Construction <br />Bids and Analysis of Project Costs." A copy of this analysis is <br />attached to and made part of these minutes. <br /> <br />The low bid for road reconstruction was confirmed to be Valley Paving, <br />Inc., at $420,)24.66. Arnt Construction Co. which was the original <br />apparent second low bidder was moved to the third lowest bidder after <br />an error was found in the bid calculations by the City Engineers. <br />The total project cost of the road reconstruction project with the <br />low bid would be $546,422.07, or $35.17 per assessable foot. This <br />is approximately $65,000.00 under original projected cost. City <br />Engineer noted that Valley Paving, Inc. needs supervision, but sees <br />no problem with this if the City goes into the project with that in <br />mind. <br /> <br />Concerns and questions were presented to the City Engineer by. <br />dFritchie, 1637 Peltier Lake Drive <br />Mary Jane Lang, 1559 Peltier Lake Drive <br />Earl Krueger, 1568 Peltier Lake Drive <br /> <br />Engineer responded advising that Peltier Lake Drive would be adjusted <br />so that the entire road were the same width, which would mean widening <br />of the road on the west end in peticular. He noted that replacement <br />costs for concrete driveway replacement has been put into the bid. <br /> <br />Ci ty Engineer also pointed out that Schedule #5 of the "Bid Tabulation" <br />is a buffer in case unexpected bad soils were found. <br /> <br />City Engineer explained that the fiber that will be built into the <br />road allows bridging with less sand, making it possible to not go <br />down or cut out as far. The fiber also prevents gravel from working <br />down into the silt. <br /> <br />l~ <br /> <br />The low bid for seal coating was confirmed to be Allied Blactop Co., <br />at $1~895.40. This does include sweeping before and after the seal <br />coating. With this bid the City should have enough money in the <br />budget to take care of patching. If the areas that need patching <br />were marked off, the Public Works employees can go dig them up and <br />then they will have a cotractor come in and fill up the holes. <br /> <br />Area 2 - Royal Meadows is included in the seal coatin~ bid. The <br />City does have the option to not do Area 2, which is $2,523.40 of <br />the bid. Councilmember Laska feels the City should do Royal Meadows <br />now, but should leave the option open until patching costs can be <br />determined to make sure it is within the budget. <br /> <br />City Engineer, advised that the roads in Royal Meadows could wait <br />a year, but would be more expensive next year. He also reminded the <br />Council that the seal coating project could not begin until after <br />July 4, 1987 so there is no hurry for a decision at this time. <br />
