CSAH14 Proiect - Permits for Street Obstruction/Opening-Waiver of Fees <br /> <br />City Administrator Larson stated that there had been a problem with the CSAH 14 project <br />in the area of Peltier Lake Drive. The road was cut off and school buses dropped children <br />off in other than the normal locations. Neither the County or its contractor had notified <br />the school or the neighborhood that he street would be closed off. When complaints were <br />referred to the County, people were told it was a City problem. Staff determined that <br />permits would be required and the County was concerned about that. The City <br />Administrator told them he would bring it before the City Council. The fee amount is not <br />huge, but the City has seen positive results since the permit requirement went into effect. <br /> <br />Mayor Capra stated that in cases of emergencies, if we don't know a road is blocked off, <br />it could cause a major problem. <br /> <br />City Administrator Larson stated that the County or its contractor has created a handout <br />related to Lakeland Circle that was sent to the neighborhood, and it provided the job <br />superintendent's phone number. He added that the City could waive the fee but still <br />require the permit. Waiving the fee may be a good will gesture. <br /> <br />Mayor Capra stated that she is fine with waiving the fee, but the permit would let the City <br />know when the roads are blocked. <br /> <br />Councilmember Lee stated that it is too bad the City had to do this to get them to do what <br />they should have done all along <br /> <br />City Administrator Larson stated that the permit imposes some obligations, and the <br />County seems to be responding well. <br /> <br />Councilmember Paar stated that part of him would like the County to pay fees. He stated <br />that he cannot believe the County would blame the City. <br /> <br />Mayor Capra stated that Councilmembers approved of requiring permits. She inquired <br />whether they should charge a fee. <br /> <br />Councilmember Paar suggested that the fee should be based on performance. <br /> <br />Councilmember Broussard-Vickers stated that she wants the fee. <br /> <br />Page 10 of 15 <br /> <br />10 <br />
