<br />I <br /> <br />NVESTIGA TIONS <br /> <br />Adminsitrative Sergeant Russell Blanck <br /> <br />Investigations in 2007 continued to be a cooperative effort between the Criminal <br />Investigative Division of the Anoka County Sheriffs Office and the department. <br />Having been promoted to the position of Administrative Sergeant in 2006, in 2007 <br />my time was split between management and investigative duties including returning <br />to uniform to supervise the day shift officers, backing officers on "hot" calls as <br />needed, covering patrol shifts during staff shortages, illnesses and vacations, and <br />supervising the department's investigative activities. I attended management <br />meetings, sergeants' meetings, Operations Committee meetings, and Governing <br />Board meetings, and served as the department's liaison to the City of Circle Pines <br />writing numerous articles for its newsletter and attending many meetings of the city <br />council. <br /> <br />As was the case in 2006, 2007 was noteworthy for a very concerted and successful <br />effort by the patrol division to handle as many investigations as possible of cases <br />responded to by assigned officers. Patrol officers did a wonderful job of developing <br />and following up on leads and seeing matters through to charging. The patrol <br />division also was very involved in ascertaining and locating witnesses and assisting <br />with such other functions of an investigative nature as time and their patrol duties <br />permitted. <br /> <br />I continued to further the department's investigative function by reviewing all officer <br />reports and teletypes as well as criminal alerts from other departments to develop <br />"intelligence" directly relevant to our department's mission. Additionally, I <br />conducted interviews of victims, witnesses and suspects, prepared criminal <br />prosecution charging documents, signed in-custody complaints, prepared affidavits to <br />permit the continued detention 0 f arrestees, drafted and executed search warrants and <br />conducted such other investigations, including in excess of 50 investigations resulting <br />from requests for permits to purchase handguns. <br /> <br />In 2007 I also supervised the department's new D.A.R.E. officer, Officer Dan Gates, <br />as well as supervised and assisted with background investigations conducted by <br />others of police officer candidates. I coordinated coverage by police, reserve and <br />community service officers of community oriented policing activities such as <br />National Night Out. I supervised the department's predatory offender monitoring <br />efforts. I also continued in my role as the department's Public Information Officer <br />providing the media with information concerning important department events, <br />programs and cases. I also continued to lead the department's lethal (firearms) <br />technology program. My work in this area is discussed elsewhere in the annual <br />report. <br /> <br />In 2007 many officers again took advantage of the "on-call investigator program" I <br />initiated in 2001. The program, designed to provide direction on constitutional, <br />procedural, charging and evidentiary issues to on-scene officers and supervisors, <br />supplemented those services provided by the CID and the "on-call" prosecutor. <br /> <br />27 <br />
