Table 32, <br />the Anticipated Capital Improvements does not contain any recreation-related expenditures, which <br />may be due to the fact that necessary trail right-of-way has not yet been entirely acquired or <br />dedicated. If there are any planned trails, parks, or similar features, these expenses should be included <br />in the CIP. Also, the City should consider including a time frame for the Water Treatment Facility <br />listed in the table. The table currently contains question marks under the time line heading. <br /> <br />Sewers (Roger Janzig, 651-602-1119) <br />To be complete for review, the Update needs to include sewered forecasts for 2015 and 2025 <br />households and employment (Table 28 on page 88). However, if the City finds that their projections <br />for these years are merely midpoint between the 2010, 2020, and 2030 projections, it would be <br />sufficient to have that fact stated in the text instead of listing actual numbers in the table. Please <br />ensure that any changes are consistent throughout the Update. Staff also recommends that Figure 18, <br />the Sanitary Sewer Map, be reviewed to ensure that all portions of the map are legible. <br /> <br />Transit (Scott Thompson, 612-349-7774) <br />The Update appears complete for review for transit. The Update needs to include information <br />regarding the proposed new Metro Transit park and ride lot to be located in the northwest comer of <br />the intersection of County Road 14 and I-35E. The proposed new park and ride lot would likely be <br />served by Route 275 and a new route proposed as part of the Rush Line bus service plan. This <br />information should be described as being proposed. <br /> <br />Transportation (Ann Braden, 651-602-1705) <br />The draft Update appears to be complete for review. However, the Update incorrectly labels CSAH <br />14 as an "A Minor Arterial Expander Collector." The label should be changed to "A Minor Arterial <br />Expander" both in the text and on Figure 13 Transportation Plan Functional Classification. <br /> <br />The following sections of the draft Update are considered incomplete. Changes in the draft Update are <br />needed before the Update is submitted to the Council for formal review. <br /> <br />Environment (Jim Larsen, 651-602-1159) <br />One minor addition will render the draft Update complete in addressing the City's Individual Sewage <br />Treatment System (ISTS) program. The draft Update completely addresses the local water <br />management plan element, but Council staff directs the City's attention to the two issues presented in <br />the surface water management section below. <br /> <br />Individual Sewage Treatment System (ISTS) Program <br />The draft Update indicates that there are "less than two dozen" ISTS in operation within the City. The <br />Update further indicates that the City Code requires all new developments to utilize city sewer and <br />water utilities, and that the City plans to phase out all existing ISTS facilities through connection to <br />city services by 2013. In the interim, the City employs Anoka County's services for ISTS inspections <br />and necessary upgrades, in accordance with MPCA Chapter 7080 Rules. <br /> <br />To render the formal plan Update complete for review, staffrequests that the City clarify what the <br />Council's ISTS maintenance management system entails, including how it ensures that all remaining <br />ISTS in the City are pumped at least once each three years in accordance with MPCA requirements. <br /> <br />Surface Water Management <br />The City lies entirely within the Rice Creek Watershed.
