<br />.. <br /> <br />BOARD OF COUNTY COMMISSIONERS <br />Anoka County, Minnesota <br /> <br />DATE: October 14, 1997 <br />OFFERED-BY COMMISSIONER: McCarron <br /> <br />RESOLunON 197-166 <br /> <br />ANOKA COUNTY POUCY ON <br />ECONOMIC DEVELOPMENT ABATEMENTS <br /> <br />WHEREAS, the 1997 Minnesota State Legislature authorized cities, school districts and <br />counties to rebate all or part of their respective portions of a parcells property tax as an incentive to <br />economic development provided the designated proiect meets criteria as established; and, <br /> <br />WHEREAS, the Anoka County Board of Commissioners believes that a strong economy is <br />critical to the continued comprehensive growth and health of Anoka County; and, <br /> <br />WHEREAS, the Anoka County Board recognizes that many complex factors influence the <br />economic climate of the area, and the board has and will continue to support diverse efforts to: foster <br />a positive environment for both small and large business growth, attract and retain new corporate <br />residents, and encourage development of the local labor force; and, <br /> <br />WHEREAS, the Anoka County Board is concemed that direct government involvement in the <br />economic development process through the abatement of property taxes may shift a disproportionate <br />share of the tax burden to other properties in the county: <br /> <br />NOW, THEREFORE, BE IT RESOLVED that Anoka County will grant economic development <br />abatements only where extraordinary or special circumstances exist and the abatement of taxes <br />would be in the demonstrated interest of the tax paying public. <br /> <br />BE IT FURTHER RESOLVED that the primary purpose of Anoka County economic <br />development abatements shall be for the creation or preservation of private sector, livable wage jobs <br />in the community or for the redevetopment or renewal of blighted areas. <br /> <br />BE IT FURTHER RESOLVED that the Anoka County Board of Commissioners designates the <br />Intergovemmental Committee as the body responsible for reviewing and acting upon economic <br />devetopment abatement requests. <br /> <br />BE IT FINALLY RESOLVED that the Anoka County Board of Commissioners adopts the <br />procedure in Exhibit A (attached) which will be in effect with regard to the consideration of economic <br />development abatements. <br /> <br />STAR OF MINNESOTA) ss <br />COUNTY ~ ANOKA ) <br /> <br />I, John -Jay.
