~.-..-...... -.--. .~...., BOARD OF COUNTY COMMISSIONERS Anoka County, Minnesota DATE: August 12, 1997 ~ OFFERED BY COMMISSIONER: McCauley RESOLUTION #97-121 RESOLUTION RELATING TO THE ISSUANCE OF A PERMIT FOR ARCHERY DEER HUNTING IN DESIGNATED AREAS OF THE RICE CREEK CHAIN OF LAKES REGIONAL PARK RESERVE WHEREAS, the Anoka County Board of Commissioners has been informed by the Parks and Recreation Department that the latest State Department of Natural Resources (DNR) estimate that the deer pop~lation in the Rice Creek Chain of Lakes Regional Park Reserve is in excess of a healthy deer herd; and, WHEREAS, the DNR has estimated.the deer population to be in excess of 30 deer per square mile, in areas of Rice Creek Chain of lakes Regional Park Reserve; and, WHEREAS, an excess deer population creates a danger to users of roads and highways I surrounding and within the park; and, WHEREAS, an excess deer herd is destructive to surrounding crop land and park vegetation; and, WHEREAS, the management goal of the Parks and Recreation Department is to sustain a deer population density of 15 to 20 deer per square mile at the Rice Creek Chain of Lakes Regional Park Reserve: · NOW, THEREFORE, BE IT RESOLVED that the Anoka County Board of Commissioners hereby authorizes the director of the Parks and Recreation Department to issue permits for archery deer hunting by state-licensed hunters possessing a valid 1997 Anoka County Archery Deer Hunting Permit ($7.00 fee) in tho two areas described as: .t (/ . Area 1 All that part of Rice Creek Chain of lakes Regional Park Reserve that lies south of that part of Rice Creek that flows between Peltier lake, George Watch Lake and Marshan Lake excluding the Chomonix Golf Cours~ and all park land west of the Golf Course caretaker~s reside,nee. All located in. Sections 15, '10, 21 , .and, 22 in Township 31-North, R'ange 22 West, Anoka County Minnesota (see attached Exhibit A). All that part of Rice Creek Chain of lakes Regional Park Reserve that lies east of County Road 14, south of Hardwood Creek,' west of channel between Peltier lake and Hardwood Creek, and north of the channel between Peltier Lake and George Watch Lake excluding Peltier Island and the land east of channel between Peltier lake and Hardwood Creek, all located in sections 10,11, and 15 of Township 31 (see attached Exhibit A). Area 2 This permit is effective from October 18, 1997, to and including November 23, 1997. e:= IT FURTHER RESOLVED that the Anoka County Board of Commissioners does hereby request that the Department of Parks and Recreation conduct an analysis of the effect of the permit upon the deer population and that the analysis be conducted after the permit sunset date on November 23, 1997, and before the next following deer hunting season for consideration by the county board. BE IT FI NALLY RESOLVED that the Cities of Blaine, Lino Lakes, Circle Pines and Centerville be notified of the passage of this resolution. and be provided a copy of it. ( \
