<br />financial or other private interest of the employee or anyone else authorized to <br />act on the behalf of the City. <br /> <br />No City employee who has custody of or access to any personnel files or other <br />information which may be considered confidential, private or otherwise nonpublic <br />by Minnesota law shall use or release such information without proper authority. <br /> <br />22.8 Political Activities <br /> <br />Political activities which are not in violation of state and federal laws are generally <br />permitted. <br /> <br />Minnesota laws provide that an employee or official of the City may not use <br />official authority or influence to compel a person to apply for membership in or <br />become a member of a political organization, to payor promise to pay a political <br />contribution, or to take part in a political activity. <br /> <br />Federal law (commonly referred to as the Hatch Act) applies to those employees <br />whose principal employment is in connection with an activity which is financed in <br />whole or in part by loans or grants made by the federal government or a federal <br />agency. This group of employees may not: <br /> <br />. Use official authority or influence for the purpose of interfering with <br />or affecting the result of an election or a nomination for office; <br /> <br />· Directly or indirectly coerce, attempt to coerce, command, or advise <br />a state or local officer or employee to pay, lend, or contribute <br />anything of value to a party, committee, organization, agency, or a <br />person for political purposes; or <br /> <br />· Be a candidate for elective office. However, this prohibition does <br />not apply for nonpartisan candidacies. A nonpartisan candidacy is <br />one where none of the candidates is to be nominated or elected at <br />such election is representing the republican or democratic party. <br /> <br />23 APPEARANCE AND ATTIRE POLICY <br /> <br />The attire and the appearance of City employees have a direct reflection on the <br />professionalism in the delivery of City services. City employees are required to <br />meet the general public on a daily basis as part of their regular work assignment <br />and as such, a neatly attired City employee presents a positive image both of <br />themselves and the City of Centerville. <br /> <br />When deciding on appropriate work attire, City employees shall employ sound <br />discretion in their decisions as clothing needs vary by job function and safety. <br /> <br />34 <br />
