Approximately three dozen applicants responded to the <br />job posting. Candidates were scored for qualifications on a 100 point scale and those <br />eligible for veterans preference points were given appropriate additional points. The top <br />eleven candidates were interviewed by Paul Pa1zer and me. <br /> <br />One candidate in particular stood out, Richard Chase of Cottage Grove, MN, due to the <br />fact that he has building official certification and brings approximately four years <br />experience in the public works arena, working for Minnesota Department of <br />Transportation. He comes with a commercial driver license and is experienced at driving <br />snow plow and a variety of other equipment, as well as with storm sewer repair, street <br />patching and overlay. We required at least a "Building Official Limited" certification. <br />Mr. Chase has the higher certification of "Building Official." While he does not have <br />experience as a building official, he just completed a two-year associates program in <br />Building Inspection Technology. We have done a preliminary background and reference <br />check and everything looks good so far. <br /> <br />Paul Palzer and I concur in the recommendation that Richard Chase be offered the <br />position beginning on July 28, 2008, with a pay rate of $23.69, which is step seven of Pay <br />Grade 6. We recommend that the City provide an incentive of $4000 to be available <br />within 18 months of starting, to assist with personal moving expense on the condition that <br />he relocate within 10 miles of the public works maintenance garage. He would be eligible <br />for membership in Union Local 49, along with other public works staff. <br /> <br />The recommendation is for a conditional job offer, subject to successful background <br />check and employment physical. <br /> <br />Dallas Larson, City Administrator <br /> <br />Paul Palzer, Public Works Director <br /> <br />23 <br />
