<br />STATE OF MINNESOTA <br />COUNTY OF ANOKA <br /> <br />In the Matter of <br />Anoka county Ditch <br />No. 47 <br /> <br />PETITION FOR IMPROVEMENT PURSUANT <br />TO M.S. Sl03D.705 <br /> <br />TO: THE HONORABLE RICE CREEK WATERSHED DISTRICT <br /> <br />Petitioners respectfully represent and state as follows: <br /> <br />I. <br /> <br />The propos"ed project, hereinafter referred to as Clearwater Creek Floodplain <br />Reduction Project, is designed to replace and upgrade the culverts on Anoka County <br />Road 14, Brian Drive, and 20th Avenue, all in the City of Centerville, Minnesota. <br />In addition, the project proposes cleaning and grading of approximately 3000 <br />lineal feet of Clearwater Creek upstream from Anoka County Road 14. <br /> <br />The project is being done to reduce the flooding and inudation of properties <br />abutting Clearwater Creek and Anoka County Ditch 47, between County Road 14 and <br />the Eastern corporate limits of the City of Centerville. In addition, the project <br />will remove approximately 130 acres from the floodplain. The flood elevation <br />decrease shall vary between approximately six feet at Anoka County Road 14 and <br />approximately 1.5 feet at the eastern coporate limits at the City of Centerville. <br /> <br />II. <br /> <br />The properties affected by the proposed project are incorporated herein and <br />attached hereto by reference, marked as "Exhibit All. <br /> <br />III. <br /> <br />The area of the Rice Creek Watershed District affected by the project includes <br />a small portion of approximately 130 acres of the 42.5 square mi les of the <br />Clearwater Creek drainage basin, all located within the City of Centerville, <br />County of Anoka, State of Minnesota. <br /> <br />IV. <br /> <br />The proposed project is necessary to remove properties from the regulatory <br />floodplain and to faci I itate drainage northward to Pel tier Lake by el iminating <br />constrictions to flow at County Road 14, Brian Drive, and 20th Avenue. <br /> <br />V. <br /> <br />The proposed project will be condusive to the publiC health, convenience and <br />welfare as has been determined by the Centerville City Council. This conclusion <br />by the Centerville City Council has been drawn from numerous publiC informational <br />meetings and input from residents within the affected project area. <br />
