<br />City Council Meeting Minutes <br />July 10, 1991 <br />page two <br /> <br />Motion by Burgstahler, second by Pelton that the City of <br />Centerville notes receipt of the bids and awards the 1991 seal <br />coating project to the low bidder, Astect Corporation of St. <br />Cloud, in the dollar amount of $14,749.50, motion carried <br />unanimously. <br /> <br />The City Council briefly discussed financing options for seal <br />coating and overlaying. <br /> <br />Council member Pelton noted that seal coating is typically <br />routine maintenance and should be included in the general budget. <br /> <br />Council member Burgstahler suggested that the City not change its <br />policy for assessment of seal coat or overlay at this time, but <br />that issue could be reconsidered in the future. <br /> <br />~ <br /> <br />Petitions for Reassessment py Original Non-Petitioners - 1987 <br />Street Reconstruction <br />Jeff Daas, 1737 Center Street, appeared before the City Council <br />to request an extension in order that the non-litigants in the <br />1987 Street Reconstruction could work toward obtaining 100% <br />signature for petition for reassessment of 1987 Street <br />Improvement. Mr. Daas advised that they would try to work with a <br />week if the City Council were to grant that, but that a month <br />would be nicer. <br /> <br />Motion by Burgstahler, second by Dario to extend the deadline for <br />obtaining 100% signature for a petition to reassessed the 1987 <br />Street Improvement Project for non-litigants until the August 14, <br />1991 City Council meeting; Aye Buckbee, Aye Dario, Aye- <br />Wilharber; Aye - Burgstahler; Nay - Pelton, motion carried. <br /> <br />Municioal Building Site/Well and Tower Site <br />Russ Almendinger, owner of the Centerville Tree Farm was present <br />at the meeting. The City Council reviewed an appraisal prepared <br />by the Allen Company Realtors regarding a 4.5 acre parcel of land <br />owned by Mr. Almendinger and considered for a building well/tower <br />site. The appraisal suggested that the market value for this <br />site could be approximately $24,0000.00. Mr. Almendinger <br />presented an analysis to the City Council of what he thought the <br />property was worth based upon commercial property on which the <br />Centerville Plaza is built. Mr. Almendinger's analysis suggested <br />that the property is worth $143,407.00. <br /> <br />The copies of both <br />Clerk/Administrator. <br /> <br />analysis <br /> <br />are <br /> <br />on <br /> <br />file <br /> <br />with the <br /> <br />The City Council appeared to want to <br />sites available within the City of <br /> <br />review information on other <br />Centerville.
